5.35.3.1 How to specify TikZ circle radius?

I want to specify the radius of a circle and a fill color, but TikZ either just ignores the value I pass, or doesn't scale: 
\usemodule[tikz] 
\starttext 
draw circle: scales, but ignores fill color: 
... 
[tikz-pgf] [context]

5.35.3.2 MikTeX: Cannot fix the \includegraphics error by rebuilding formats (format still says LaTeX2e <2018-12-01>)
