5.21.3.1 Automatic letter spacing in narrow columns

Is there any possibility how to automatically stretch letter spaces in narrow columns to get fully justified text like that in the middle? Picture below is from soul package manual.

5.21.3.2 Space between headers and title Content in ToC

I was looking all day for some alternative in ToC space between header and title Content. I found \setlength\cftaftertoctitleskip, but it's useless in my case cause I already use package \fancyhd and  ...
